The Republic of China (Taiwan) ACEI is one of the five non-governmental organizations (NGO) within the nation to work with the Ministry of Education on a project called Nonprofit Kindergarten Experimental Project on Quality Preschool Education and Daycare. Chapter President Chang Hsiao-yun notes that this child care center is characterized by the mission of "to be friendly to children, parents, and management team. We believe all children should be educated in environments of fairness." The following points are noteworthy about the center:

* It is a public-private partnership in nature, as the early childhood education and care services are funded and operated through a partnership of government and NGO management team.

* It provides a safe and affordable environment for the children of working parents.

* It provides comprehensive ECEC services to all children, but focuses on the most disadvantaged.

* The staff is covered by a fair pay system, with a personal cash bonus on the basis of individual professional proficiency and performance at work.

* The government is very supportive of the management team, providing various resources. …
