Free Inquiry and Federally Funded Research

In recent years, the foundationa l values of free speech and open inquiry have increasingly come under assault at the nation 's colleges and universities, with many institutions maintaining formal polices that restrict constitutionally protected speech. Frederick M. Hess and Grant Addison argue that higher education institutions with formal pol icies that restrict, chill, or pun ish constitutionally protected speech should be rendered inel igible for federal research funding. Institutions that choose to accept research funds from the federal government should be contractually bound to commit to safeguarding free inquiry.
