Rochelle Chronister, secretary of the Kansas Department of Social and Rehabilitation Services (SRS), retired October 1. Chronister, a biologist and former state legislator, served as a member of APHSA's policy-making body, the National Council of State Human Service Administrators. Chronister plans to travel with her husband.

Taking over is Janet Schalansky, who has spent more than 20 years with SRS. Schalansky began her work in human services as an examiner and staff trainer with Disability Determinations Services within the Rehabilitation Services Commission. She spent three years as director of Topeka's SRS Area Office before being named in 1992 director of the department's Workforce Development Division, where she oversaw employment preparation services such as the KanWork program, the child care program, SRS personnel, and training and community relations programs. She also coordinated the SRS welfare reform initiative.

A native of Emporia, Kansas, Schalansky earned a bachelors of science and master of science degree in rehabilitation counseling at Emporia State University. She is active in the Topeka community where she has served as a board member of the United Way of Topeka and as chair of its planning committee.

Cornelius "Con" D. Hogan, secretary of Vermont's Agency of Human Services, retired November 1. Jane Kitchel, commissioner of Vermont's Department of Social Welfare with more than 30 years of experience in public human services, was appointed secretary. …
