Title: Director of Services, Wake County Department of Human Services, Raleigh, North Carolina.

Years of Service: 1 year in current position; 40 years all together, including 29 years in local human services administration.

Accomplishments Most Proud of:

The creation and development of the Wake County Department of Human Services, an agency created through a merger of the former departments of Health; Mental Health, Developmental Disabilities, and Substance Abuse Services; Social Services; Child Support Enforcement; and Housing.

challenges of the Job: "There are two challenges. The first is to continue helping the Wake County Department of Human Services realize its full potential. The second challenge is to help the National Council of Local Human Service Administrators and APHSA develop a relationship of mutual benefit to both."

Rewards of the Job: "The joy comes when staff accept difficult challenges and succeed in their efforts to provide effective services to our citizens. Organizational growth occurs only when individuals within the organization grow in both their managerial and leadership abilities."

Future Challenges for the Delivery of Public Human Services at the Local Level: "The days when it was the job of local administration to implement programs designed in Washington and in our state capitals are over. The task is to use program content in alignment with other services, other agencies, and community resources to achieve outcomes valued by the population we serve and the community at-large. …
