IN 1965, the Community Health Accreditation Program was established by the American Public Health Association and the National League for Nursing to accredit the home health providers of the time. These providers were local health departments and local visiting nurse associations or services. These agencies were not concerned about Medicare or managed care, since, at the time, these payers did not exist. Medicare was established shortly thereafter, and ultimately transformed how home health was delivered and paid for.

WITHOUT PAYER SCRUTINY, WHAT WAS THE PURPOSE OF ACCREDITATION? In the mid-1960s, when no other entities accredited community health organizations, agencies did not seek CHAP accreditation to obtain a managed care contract. Rather, the purpose was to demonstrate to the consumer the organization's commitment to quality.

Over the past 35 years, CHAP's mission has continued to be to provide leadership for enhancing the health and well-being of diverse communities. This is achieved through the development of Standards of Excellence that assure the management of ethical, humane, and competent care in home, community, and public health settings. CHAP's purpose has been fourfold:

* To develop and promulgate standards applicable to providers of home and community health care, whether individual or corporate, for-profit or not-for-profit, public or private;

* To conduct evaluations of such providers and offer accreditation to those meeting or exceeding such standards, so that home and community health services may achieve a uniformly high standard;

* To provide an external, objective marker for an organization's public, demonstrating that it meets national standards of organizational strength and quality; and

* To provide information to the public to assist in the selection of home and community health services and providers. …
