Evaluation of Pedagogical Quality in Early Childhood Education: A Cross-national Perspective --Sheridan & Schuster

In a comparative study, observers from different countries made parallel and independent observations of the quality of early childhood education centers between Germany and Sweden. For evaluation of quality, the observers used the Early Childhood Environment Rating Scale (ECERS). This study focuses on how the concept of quality in ECERS is concretized in pedagogical processes in early childhood education, on how those pedagogical processes can be made visible, and on how the cross-national comparative studies were valid with evaluations of quality with the ECERS. The ECERS consists of 37 items that define different levels of quality in typical early childhood education situations. Each child care center was observed twice, for a period of two continuous weeks, by two three-member teams representing both countries. Among other data, the German team indicated that the Swedish child care centers appear to be based on a structured schedule, with fixed times for daily routines and several planned activity periods. …
