A compelling case can be made for change in the public sector at this time. Boundaries are increasingly irrelevant (i.e., governmental, organizational, and sectoral). Technologies are merging. Demographics are rendering stakeholder groups, the workforce, and customer bases dramatically different from the previous business environment. And the velocity of change is increasing exponentially.

Characteristics of Successful Transformation

Some characteristics of successful transformation include:

* Focus

* Committed and engaged leadership

* Setting the bar high

* Sustained excellence

* Result desired is an exponential increase in performance

* Everyone knows what success looks like

* How will we know we arrived?

* Measure the right things

* Clear expectations for individual and collective goals
