What a remarkable and exciting time for those of us in the energy industry. We have seen in the recent past a fundamental restructuring of the electric industry and continued evolution of the natural gas industry as global competition grows. Through it all, the Energy Bar Association (EBA) has steadfastly pursued its mission of promoting the professional excellence and ethical integrity of its members in the practice, administration, and development of energy laws, regulations and policies.

In its 28th year of publication, the Energy Law Journal, with the support and involvement of the Foundation of the Energy Law Journal, plays a key role in furthering that mission. As the preeminent scholarly journal dedicated solely to energy issues, the ELJ provides cutting-edge insight and knowledge to its readers. In this issue of the ELJ, you will find articles from distinguished colleagues explaining the evolution of regulation in the energy markets, both in the United States and in Europe, as these markets strive for just and reasonable prices established through competition. On the environmental front, an article discusses Congress's decision not to federalize renewable portfolio standards. …
