The JBE is developing into a mature and respected journal which makes a valued contribution to the discipline of small business and entrepreneurship. We are seeing citations of the JBE in other respected journals and books, and have been named as an important source of information in such publications as the Wall Street Journal and Marketing News. We, as editors, thank our Editorial Review Board, our authors, and the members and officers of Southwestern Small Business Institute Association for making the JBE successful.

We are receiving a good number of manuscrupts from authors in all small business and entrepreneurship disciplines, and from many regions. Because of the excellent quality of the submisssions, the work of the reviewers is difficult. Their excellent reviews have allowed us to select the very best of manuscripts with an acceptance rate of about 28 percent.

The first paper in this issue, by Chawla, Smith, Khan, and Bruha, is the recipient of the best paper award of SSBIA for 1991. It examines the use of Personal Computers in Small Business. In the same area, Schleich and Corney report the results of their research about the perceived satisfaction with microcomputer systems.

The next group of papers focuses on Entrepreneurship. Fosberg and Lacho reveal the many problems associated with the Randolph-Sheppard program designed to assist blind individuals. …
