Michael E. Small, of McLean, VA, passed away on February 5, 2008, from complications arising from multiple myeloma. Mike Small was a managing shareholder at the law firm of Wright & Talisman, P.C. He is survived by his wife, Rachel, and his sons, Daniel and Jeffrey.

After earning a bachelor's degree in nuclear engineering at the University of Virginia in 1976 and his law degree from Antioch University in 1979, Mike embarked on a distinguished legal career in energy law and regulation. He worked for six years in various positions with the trial staff and the solicitor's office of the Federal Energy Regulatory Commission, before joining Wright & Talisman in 1985. During his career at the firm, he was instrumental in the formation and development of regional wholesale electric markets and, ultimately, regional transmission organizations ("RTOs"). He was the chief legal architect of the Midwest Independent Transmission System Operator, Inc. ("Midwest ISO"), representing the involved transmission owners both in the initial development of the Midwest ISO and the subsequent evolution of its breadth and scope. Mike also played a leading legal role in obtaining RTO status for the Southwest Power Pool and represented that RTO on all regulatory matters, including the start-up of its centralized market. …
