Spring has arrived, and with it, an intriguing new edition of the Energy Law Journal. In this volume, you will find thoughtful writings on a number of issues of interest to energy law practitioners including articles on energy market manipulation, FERC enforcement, energy supply security and carbon sequestration offsets in cap-and-trade policy. This edition also contains the very timely and colorful presentation of the Honorable Phil Sharp to the Energy Bar Association's Mid- Year Meeting on December 3, 2009, as well as a reprise of select portions of the Smart Grid Primer held on December 4, 2009.
