Physical education teacher sought appeal of New Hampshire Public Employee Lahor Relations Board (PELRB) decision that declined to hear his unfair labor practices complaint against school board. Teacher was demoted from a five day per week position to a four day per week position. This caused a reduction in his pay and an increase in his health insurance premiums, the teacher filed a grievance as required under the collective bargaining agreement, but also filed a claim with the PELRB. The PELRB declined to hear the case, indicating that the teacher had not finished with the grievance procedure and even if he had, the PELRB lacked jurisdiction, the teacher asked for a rehearing, which was denied, the teacher then appealed to the New Hampshire Supreme Court. …
