David Cameron's Big Society vision is in crisis. Back in the summer of 2010, the Prime Minister envisaged a Britain where power was redistributed to the people and communities worked together with greater ambitions. Sadly, 2011's 'big advance for people power" is shuffling into decline.

Managers of NHS Primary Care trusts have been under the spotlight as David Cameron shakes up public sector reform. The government have proposed to free hospitals from central 'bureaucratic' control and instead, establish an independent board which will oversee services. This measure comes at a very risky time, considering the NHS is set to lose 45% of its management resources.

80% of the budget is currently held by local managers working for primary care trusts (PCTs). Now, responsibility is to be passed to local GPs - which will result in strategic health authorities eventually being phased out. …
