The government has published its Third Statement on New Regulation', which provides an update on progress with its 'One in, One out' rule for reducing the overall regulatory burden on businesses.

This states that any government department introducing a new regulation that imposes a direct net cost must also remove or modify a regulation of equivalent cost.The third statement reveals there has been a net reduction of regulation since 2011, generating savings of around 46.5m, and with a further 54m expected between January and June 2012. In particular, the government's ongoing public consultation, the 'RedTape Challenge', has now considered some 1,200 regulations affecting various sectors, resulting in agreement to remove or modify approximately 50 percent.

For example, plans to reform the employment tribunal system and rules surrounding unfair dismissal are expected to save employers 60m, while a health and safety review has identified six priority areas for action, including changing provisions that impose strict liability on employers when they can demonstrate they have done the maximum possible to manage workplace risks. …
