A recent report from theTreasury Committee has concluded HM Revenue & Customs (HMRC) "still has a long way to go" to improve tax compliance, and is calling for the system for businesses to be simplified to achieve this end.

The committee says that HMRC's calculation of the "tax gap" - the difference between tax collected and the tax that should be collected - is ultimately "flawed" distracting its employees from focusing on full compliance. It is therefore seeking views as to whether a single figure should continue to be published.

A key problem, it explains, is that a number of different behaviours are included in the calculation, not only tax evasion and avoidance, but also error and difference of legal interpretation.
