Nov. 4: In an effort to build a united opposition and possibly a government in exile, Syrian rebel groups began talks in Qatar aimed at restructuring the Syrian National Council. Rebels on the ground criticized the Turkey-based SNC of being out of touch with the reality of the conflict. In the four day talks, the SNC hoped to expand its platform and support base to include younger, local elements. [BBC, 11/4]

Nov. 6: The US Defense Security Cooperation Agency approved arms-sales requests from the UAE and Qatar, which, pending congressional approval, would allow the two nations to purchase Lockheed Martin missile defense systems. The request underscored heightened US concern over tensions with Iran, as well as the purchasing countries' desires to take more control over their defense. [Reuters, 11/6]

Nov. 11: The Syrian opposition agreed to form the Syrian National Coalition at a meeting in Doha. The Syrian National Coalition replaced the Syrian National Council after Western and Syrian critics deemed the exiled, Turkey-based leaders too out of touch to form the basis of a Syrian opposition government.
