This study addresses the 1 990-2003 events in the history of Iraq. The authors contend and conclude that "imposing sanctions on Iraq was one of the most heinous of crimes committed in the 20th century" (222). However, the unprecedented mass punishment that befell the people of Iraq and which resulted in nothing less than genocide and calamitous destruction has received little attention in the Anglo-American world and the full scope of "the immorality and illegality" was not seriously addressed by "legal professionals, academics or philosophers" (15).

The book provides an important political and historical context that is usually absent in the discussion of the case of Iraq to explain the regional and global significance of the 1 990-2003 war on Iraq. To understand the 1 990-2003 war on Iraq, the authors not only offer a comprehensive coverage of Iraq's politics, its modern formation and history, but also the significance of occupying and controlling Iraq to modern imperialist strategies in the Middle East. While the book's account does not begin with ancient Mesopotamia, it alludes to the significance of conquering Iraq since that time to structuring the geopolitics of the Middle East region and offers a detailed and valuable discussion of Iraq's modern political history (Chapters 2 and 3). Equally significant, the authors point out that Iraq is the heart of both Sunni and Shi'a theology, which places Iraq in a central regional position both theologically and politically.
