Development of Employee Restiveness Predictive Scale (ERPS)

This study established the psychometric property of Employee Restiveness Predictive Scale (ERPS) using faculty members of tertiary institutions in Nigeria. Imo State University (IMSU), Federal Polytechnic, Oko, and Institute of Management and Technology (IMT), Enugu, were used at various stages of the study. Relevant literatures and trade press articles reviewed generated 25 initial items which were evaluated using Delphi technique, and 21 items crystallized out. These 21 items were consequently factor-analyzed using varimax rotation. While the factor analysis revealed 6 factors, the Scree plot indicated a one-factor solution. The KMO and the Bartlett's Tests were subsequently conducted resulting in confirmation of the instrument as one-dimensional (KMO = 0.44; Bartlett's Test = 748.04). Eighteen items finally emerged from the factor analysis. The instrument proved robust to measure restive behaviour among faculty members in tertiary education system used in this study.

Relationships between employees and employers, as well as superiors and subordinates in virtually all work communities in Nigeria have remained largely adversarial with frequent employee restiveness characterizing such relations. This is particularly so in government-owned university organizations / tertiary institutions. Employee restiveness may be described as those acts exhibited by workers in work communities to express their disapproval of perceived disagreeable organizational practices and supervisory behaviours. Restive behaviours in the form of persistent strikes among members of the academia as often summoned by their unions, have impacted the quality of teaching and learning in the nation's higher institutions, in very negative ways.

These strikes have brought in their trail, fractured academic calendars, abbreviated teaching on the part of the lecturers whenever the strikes got called off, resort to untowardly strategies on the part of the students in their desperation to pass examinations administered from lectures that were certainly not optimally delivered, as well as other unhealthy workplace-classroom dynamics. Critical fallouts of the situation have been plummeting educational standards, and the production of many graduates who betray great difficulty matching their counterparts from other nations in numerous facets of intellectual and social engagements. The nation consequently produces "mere certificated people" (Ajayi, 2011), who, on account of inability to effectively bestir selves toward appropriate intellectual and social expressions, often resort to such vices as political brigandage, kidnapping, robberies, commercial sex vending, as well as drug trafficking, among other depravities; all in a bid to abridge the path to success.

Polytechnic lecturers in Nigeria operate under the aegis of the Academic Staff Union of Polytechnics (ASUP), while their university counterparts conduct their affairs under the Academic Staff Union of Universities (ASUU). The spates of strikes recorded by both unions are almost identical. More specifically however, ASUU founded in 1978, has been involved in series of close-interval restive behaviours and militant actions as often summoned by leaders at both national and local chapters (Ogbeide, 2012). The general perception is that the perennial strikes have rendered the present-day products of Nigerian universities and allied tertiary institutions ill-positioned to effectively contribute to national growth and productivity. As Uzoka (2006) observed, most commentaries lament the present uncertainties regarding the quality of education and educational standards in Nigeria. The situation has thus compelled vistas of sundry queries concerning the quality of universities in Nigeria.
