To the Editor

Your "Dynamic Partners" article (Forum, Spring 1999) is an interesting career discussion-especially when you mention a new partner, the "American Society of Military Comptrollers."

The last word triggers my memories of long ago, in the tiny state of Colorado, and a statute of the Colorado legislature.

One morning in 1946, as I sat in my office as Research Director of the Colorado Public Expenditures Council, a stranger telephoned. He said he was chairman of a Joint Legislative Committee on the state financial system. If the committee granted us exemption as lobbyists, would we be interested in helping them? With the reaction of a real estate promoter offered a million dollar, three percent loan, I said yes, when shall we meet?

Several months later the result was a draft bill creating a central Department of Accounts & Control, repealing many special fiscal privileges in the departments, and giving the director sweeping powers under the governor. …
