Past President Paul Anderson's Speech at PACRAO

I am thrilled and honored to be at PACRAO. During my thoughts, observation, and questions I will give some additional personal comments, so let's go directly to the topic given me by the PACRAO Executive Committee: "AACRAO: Past, Present and Future." I want to make it clear that the comments I make are mine as an AACRAO member and I have not given a draft to the AACRAO Board of Directors for its suggestions, additions, or deletions.

There are numerous famous quotes about the value of history. The bottom line is that we must know the details of history and then apply the lessons learned to future activities. Thus I will attempt to give various historical perspectives based on Board Minutes, Data Dispensers, and my own participation. Peter Drucker says, "Being efficient means doing a thing right; but being effective means doing the right thing."

Let's take a look at the past, and I define that as starting in 1961 when I became a MSACROA and AACRAO member. This is when I became Assistant Registrar of Trenton State College, now known as the College of New Jersey.

Right after Thanksgiving in 1961 I attended my first MSACROA meeting which was held in Atlantic City. An often cited discussion point was what PACRAO was doing. I remember thinking wouldn't it be great to go to PACRAO. Well, here I am 37 years later.

In 1965 AACRAO hired its first Executive Director in Dr. Doug Conner, started a National Office, and moved into the newly constructed National Center for Higher Education Building at One Dupont Circle in Washington, D.C. (as an aside, per a Task Force 2000 recommendation, it is now known as the AACRAO Office rather than the National Office-a habit hard to break even for the TF 2000). One of the reasons that AACRAO made many positive contributions to higher education was the leadership and integrity of Doug Conner. For those of us who knew and worked with Doug it was always a meaningful experience. For those of you who did not have this opportunity, the only thing I can say is that it is your loss.

My definition of the "Present" will be the 90s. Instead of an Executive Committee the leadership was now the Board of Directors (B.O.D.) and that same structure exists today with a nine member Board. Personally, I have never agreed with this change because the word 'Board' gives a corporate image which AACRAO is not. While the administrative structure of AACRAO needs to function as a business, the membership is led by nine unpaid volunteers who give many hours, especially weekends, to help AACRAO be a positive force in higher education. I do not want to make this an issue or a major problem so let's talk about the 1991 Annual Meeting in Hawaii. There were probably more minuses than pluses for this meeting but it did set the stage for the famous 1992 meeting in Dallas. I was baptized early as I began a three-year term as SecretaryTreasurer in Dallas and rightfully so, as the membership attending the meeting did not approve the budget proposed by that B.O.D. There were several good reasons for that rejection and it did begin a positive financial growth for the Association.

In fact, at the 1995 Annual Meeting a "Spending of Reserves" plan was approved that would improve the professional development and services of AACRAO. At the end of FY'95, June 30, 1995, the value of investments was $710,664; at the end of FY'96 it was $504,909 and at the end of FY'97, June 30, 1997, it was $268,064. The intent was that investments would not fall below $600,000. The next part of AACRAO History deals with Transformation. PLEASE LISTEN TO ME-I WANT TO MAKE THIS ABUNDANTLY CLEAR. Both the 1996 and 1997 B.O.D.s worked hard, sincerely, and acted in what they thought was best for AACRAO. In most instances the votes were unanimous and included the support of the Executive Director and his senior staff.
