North Carolina State Auditor Confronts the Future

Making effective use of new technology will be the largest challenge facing states, predicts North Carolina State Auditor Ralph Campbell Jr., CFE.

"States will have to develop a comprehensive statewide strategy for initiatives such as the installation and use of web-enabled technology and Internet-based communications," he said. "Many state governments will have to rethink the way they conduct business and will have to pay particular attention to network security in a constantly changing environment."

New Reporting Model

Campbell, like other state and local financial managers, will be working to implement the new financial reporting model issued recently by the Governmental Accounting Standards Board. The model is designed to improve accountability by making financial reports more useful and easier to understand.

"Implementation of the new model will only be half the battle," Campbell said. "Educating users on the information available in the basic financial statements and how that information impacts their decisions will also be a challenge. While there will certainly be some growing pains while preparers, auditors and users of the financial statements get accustomed to the new format, the new model should provide a clearer picture of a state government's financial position and operations."

EBT Implementation

In the next century government will work to efficiently provide federal and state benefits to qualified participants. To accomplish this, Electronic Benefits Transfer (EBT) has been implemented by 40 states to provide government benefits electronically. The other states are in various stages of implementation.

"The EBT process has proven beneficial in many ways, however, one of the obstacles hindering this program is the lack of interoperability of benefits," Campbell said. …
