The articles in Book 26:2 of the Energy Law Journal touch on all of the tenets of which Sir Winston Churchill spoke. When I assumed the helm of this mighty ship from Bill Mogel, I knew that it was my responsibility to uphold the standard of excellence that he set during his tenure as Editor-in-Chief of the Journal. With his guidance and the tremendous support of the EBA and the Foundation of the Energy Law Journal, I am pleased to present my last book as Editor-in-Chief. I am thrilled that our Executive Editor, Robert Fleishman will be taking over as the new EIC. Bob has been a quiet force in assuring that the transition of leadership for the Journal would be a smooth one. Also, I would like to highlight the extraordinary service of our "secret weapon" Meredith May, our Administrative Editor.

In Book 26:2, we have amassed articles written by some of the foremost scholars in the energy industry on topics such as market power mitigation, the reform of Order No. 888 and the future of Natural Gas.

We could not be happier to feature as the lead article, a piece written by FERC Commissioner Suedeen Kelly on reference prices used in mitigating markets. …
