THE OCTOBER REVOLUTION: PROMOTING THE DEVELOPMENT OF WORLD ECONOMY AND IMPROVING PEOPLE'S LIVELIHOOD: A Review of the Twelfth Forum of the World Association for Political Economy

The World Association for Political Economy (WAPE) is an international academic organization founded by Marxian economists and related groups around the world. The mission of WAPE is to utilize modem Marxian economics to analyze and study the world economy, reveal its laws of development, and offer policies to promote economic and social progress on national and global levels. The previous 11 WAPE forums were successively held in Shanghai (China), Shimane (Japan), Beijing (China), Paris (France), Suzhou (China), Amherst (USA), Mexico City (Mexico), Florianopolis (Brazil), Hanoi (Vietnam), Johannesburg (South Africa), and Patiala (India) during 2006-2016. They focused on "economic globalization," "the capital/labor relationship," "sustainable development," "global democratic governance," "21st-century socialism," "capitalist crisis," "human development in the 21st century," "inequality and world capitalism," "growth, development and social justice," "uneven and crisis-prone development of capitalism," and "globalization, employment and agriculture," respectively. The World Review of Political Economy is a peer-reviewed quarterly journal of Marxian Political Economy sponsored by WAPE and published by Pluto Journals. The Distinguished Achievement Award of World Political Economy of the 21st Century, established by WAPE, has been granted annually since 2009 to recognize an outstanding book or article in political economy. It is intended to promote research in modern political economy around the world by granting the award to economists who have made important innovations in the theory or methodology of political economy since the year of 2001. The World Marxian Economics Award, established by WAPE in 2011, is given to recognize an outstanding lifetime record of achievement in political economy. Its purpose is to promote the development of the research of Marxist economics around the world by granting the award to economists of different countries in the world who have made important innovations in the research of theories, methodology and application of Marxian economics.

The Twelfth Forum of the World Association for Political Economy on "The October Revolution: Promoting the Development of World Economy and Improving People's Livelihood was held on November 2-4, 2017, in Moscow. The forum was co-sponsored by the Moscow University of Finance and Law, Alternatives Journal, Rosa Luxemburg Foundation, and Publishing House URSS. About 300 scholars from 23 countries including China, Russia, Japan, India, USA, Canada, Brazil, Germany, UK, Italy, France, Austria, Ireland, Greece, Turkey, Belarus, Latvia, Ukraine, Azerbaijan, Senegal, Egypt, Australia, and Finland attended the forum.

On the afternoon of November 2, 2017, Professor Alexander Buzgalin from Lomonosov Moscow State University chaired the opening ceremony. Professor Enfu Cheng, Academician of the Chinese Academy of Social Sciences and Chair of WAPE, gave the opening speech. Professor A. G. Zabelin, Rector of Moscow University of Finance and Law, gave a welcome speech. The World Marxian Economics Award was granted to two well-known Marxist economists: Professor Hiroshi Onishi at Keio University, Japan and Professor Xuangong Wu at Xiamen University, China. The Distinguished Achievement Awards of World Political Economy of the 21st Century were granted to 10 Marxist economists: Professor Viktor Timofeevich Ryazanov from St. Petersburg State University, Russia; Professor Atsushi Tazoe from Kyoto University, Japan; Professor Yongxiu Bai from Northwest University, China; Professor Alexander Buzgalin from Lomonosov Moscow State University, Russia; Professor Venkata Ramana Murthy Rupakula from University of Hyderabad, India; Professor Karen A. Pfeifer from Smith College, USA; Professor Guangbin Lin from Central University of Finance and Law, China; Professor Anatoly Aleksandrovich Porokhovsky from Lomonosov Moscow State University, Russia; Professor Harbans Singh Sidhu from Guru Nanak Dev University, India; and Professor Kei Ehara from University of Tokyo, Japan. …
