NEW ENGLAND

Citizens Bank of Providence, R.I., has made Thomas M. Metzger the chairman, president, and chief executive officer of its New Hampshire operations.

He is based in Manchester and succeeded Kim Meader, who has retired.

Mr. Metzger had been an executive vice president and the director of credit review and credit risk policy at the Royal Bank of Scotland Group PLC unit since last year.

Before that he had been an executive vice president of portfolio risk management at U.S. Bancorp. Earlier he had been a regional chairman and the president of middle-market commercial banking in St. Louis at Firstar Corp., which acquired the old U.S. Bancorp in February 2001.

Still earlier he had been an executive vice president and the chief credit officer at the St. Louis-based Mercantile Bancorp. Inc., which Firstar acquired in 1999. Before that he had been the president and chief executive officer of the Washington, Mo.-based Mercantile Bank of Franklin County.

Earlier he had been a national bank examiner at the Office of the Comptroller of the Currency and before that an examiner at the Federal Reserve Bank of St. Louis.

Fifth Third Bank of Cincinnati has hired E. Keith Wirtz as the chief investment officer of its investment advisory division.

Mr. Wirtz had been the CIO of Bank of America Capital Management LLC of Charlotte and its predecessor, Tradestreet Investment Associates Inc.

He has 21 years of investment management experience.
