MIDDLE ATLANTIC

Barclays Capital Inc. of New York has hired Reuben Daniels as the head of the communications and entertainment group for its investment banking division for the Americas.

Mr. Daniels, who was also named a managing director, will focus on developing relationships with U.S. telecom, media, technology, and leisure companies.

He was a managing director at Deutsche Bank. He began his career in the corporate swaps trading group at J.P. Morgan Securities Inc.

At Barclays Capital he will report to Peter Goettler, the head of investment banking and debt capital markets for the Americas.

The Barclays PLC unit has also hired Gustavo Ferraro as a managing director of its Latin America debt capital markets and investment banking division.

Mr. Ferraro was a managing director and the head of the telecom and media sectors for Latin America at Salomon Smith Barney Inc. Before that he had been a senior vice president of investment banking and the country manager for Argentina and Chile for Lehman Brothers, working from Buenos Aires. Earlier he had been Lehman's head of Latin American debt capital markets in New York.

HSBC Securities USA Inc. of New York has hired Ralph Axel as a senior vice president and a U.S. government strategist.

Mr. Axel will develop trading strategies for the Treasury, cash, futures, and derivatives markets. He came to the HSBC Holdings PLC unit from Lehman Brothers, where as a strategist he did a similar job. He joined the New York company in 1996.

At HSBC he will report to Andrew Lombara, the head of government bond trading and a managing director.

Fleet Bank of Boston has promoted Mario Ruggiero to senior vice president from vice president and made him the district manager of its eastern Long Island branch system.

Mr. Ruggiero was the FleetBoston Financial Corp. unit's New York State operations manager. …
