A new government program could do away with two of the biggest lies in Washington:

The check is in the mail, and I'm from the government and here to help you," says Robert james, a federal contracting consultant. Vendor Express" is a way for the government to electronically transfer payment directly into a contractor's commercial bank account-eliminating the paperwork and time historically associated with bill payment.

The advantage to a contractor is obvious," notes john Scannell, a marketing specialist at the Treasury responsible for expanding the Express program. The company doesn't have to wait for the check to be cut and mailed. Then when it does arrive, there's no waiting for it to be processed, deposited and cleared bY the bank before it can use the money. Instead, they have same-day access to these funds."
