Shannon Sullivan never went to law school. She didn't even attend college. But on Aug. 24 Sullivan is scheduled to deliver oral arguments before the Washington Supreme Court in an improbable case that has pitted the 37-year-old divorced mother against the mayor of Spokane. Sullivan shocked the legal establishment in July when she convinced a local judge that she should be allowed to gather signatures from voters for a recall election of Mayor Jim West after The Spokesman-Review newspaper revealed in a series of articles that he offered city positions to teenagers he bantered with sexually on a gay Web site. Sullivan says she felt forced to act when her 9-year-old son, whose Cub Scout troop had visited West, was upset that the mayor faced no official sanction.
