At a Join Together news conference in Los Angeles, Representative Henry A. Waxman (D-CA), Chairman of the Subcommittee on Health and the Environment, addressed the need for a strong and comprehensive addiction treatment benefit. "President Clinton has said heath reform will save money and the tangible, living evidence of this is here," said Waxman. "If health reform is to succeed, universal coverage for all Americans is a critical measure of its success. I also believe that universal cove2rage can only be achieve when the waiting lists for substance abuse treatment are gone and when the discrimination that women face in obtaining treatment especially pregnant women and women with chilren, becomes and historical aneddote."

Waxman compared the need for drug treatment with other health care needs. "Substance abuse treatment is a health service no less vital to maintain health than dialysis for the kidney patient of chemotherapy for the cancer patient. It is no less vital to the health of our communities and our cities. Substance abuse impacts families and communities with an intensity as powerful and distruptive as any fire or flood. …
