The Workplace Diversity Professional Development Award is presented to an administrator who has designed outstanding career development programs, policies, or practices specifically to assist minorities and women in local government. This year ICMA presents the award to Ruth R. Crone, Executive Director of the Metropolitan Washington Council of Governments.

Since entering the field of public administration more than 25 years ago, Ms. Crone has demonstrated a strong commitment to promoting greater diversity throughout the public administration profession.

From 1976 to 1983, as an active member of the Equal Employment Opportunity Commission of the Metropolitan Washington Council of Governments (COG), Ms. Crone was instrumental in developing the regional entity's first affirmative action plan. Since becoming Executive Director of COG in 1991, she has implemented diversity-based programs that include staff training, an intensive series of annual Women and Black History Month programs and displays, and field trips to museums devoted to African-American and women's history and culture. She also employed targeted recruiting to significantly increase the number of minority and female employees throughout the general COG work force and in key senior positions.

Ms. Crone also has encouraged workplace diversity among local governments in the Washington Metropolitan area. She was instrumental in the preparation of A Guide to Affirmative Action Plan for Local Government Employment in the Washington Metropolitan Area (1976) and Affirmative Action Efforts of Local Jurisdictions in the Washington Metropolitan Area (1979). Throughout the late 1970s and 1980s, she also staffed a committee of affirmative action officers charged with designing strategies for enhancing opportunities for minorities and women in local governments throughout the region. …
