MIDDLE ATLANTIC

Bear Stearns Asset Management Inc. of New York has hired Margo Cook as the head of institutional business, James Barrett as the global head of sales, and Bill Best as the head of global hedge fund sales.

They will all be senior managing directors at the Bear Stearns Cos. unit.

Ms. Cook worked for 20 years at Bank of New York Co., most recently as an executive vice president, chief investment officer, and the head of institutional asset management.

Mr. Barrett was a managing director of institutional sales and marketing at Bank of New York.

Mr. Best was a managing director of business development at VegaPlus Capital Partners LLC in New York.

Sovereign Bank of Philadelphia has promoted Brendan J. Dugan to chairman and chief executive officer for the metro New York-New Jersey division.

Mr. Dugan was the president of Sovereign's commercial banking division in the metro New York-New Jersey market.

He began his career in the executive management training program at Franklin National Bank of New York, which European American Bank acquired in 1974. After that he worked at NatWest Bank USA, becoming its president in 1989.

In 1991 he joined European American Bank, eventually becoming its president and chief operating officer.

When Citigroup Inc. acquired EAB in 2001, Mr. Dugan became chief operating officer of Citibank's commercial markets division.
