Social Security : Council Approves Unemployment' and Family Benefits' Chapters

The Employment and Social Policy Council reached partial agreement, on 5 December, on two new chapters of the regulation implementing Regulation 883/04 on the coordination of social security systems. The new chapters are Unemployment' and Family benefits' (the Sickness' and Retirement' chapters have already been approved). It will be up to the Slovenian and French EU Presidencies to complete the review of this regulation (occupational accidents and final provisions).

These changes are totally in keeping with the aims of the European Commission's proposal of January 2006: 1. to bring electronic means of information sharing between social security institutions into wide use; 2. to simplify the implementing regulation by avoiding repetitions from one chapter to the next; 3. to spell out procedures for the reimbursement of sickness and unemployment benefits between institutions, the recovery of dues and the recovery of benefits paid unduly to insured parties; and 4. to give member states the flexibility they need to avoid prejudging choices in terms of internal organisation.

Unemployment insurance. The articles establish arrangements for cooperation between institutions: for calculating benefits (Article 54), the terms and limits of maintenance of the right to benefits for the jobless travelling to another member state (Article 55) or residing in a member state other than the state with competence (Article 56). The progress made includes simplification of the mode of calculation of unemployment benefits for the jobless who are not from border regions, which are brought into line with benefits for frontier-region jobless. …
