Despite opposition from Russia, EU members of the UN Security Council (namely Belgium, UK, France, Germany, Italy) and the US formally submitted their latest version of the draft resolution on Kosovo to the Security Council late on 17 July. The sponsors have not, however, yet scheduled a date for a vote. Backed by the US, the EU made it clear earlier the same day that if Russia does not accept the draft soon, it could withdraw the issue of Kosovo's final status from the Security Council and try to resolve it under the auspices of the Contact Group, in which Russia has a seat but not veto power.

"I very much hope that there is still a possibility to find a solution. If there is no possibility in the UN at this time I am sure that there will be an agreement by the members of the Contact Group to open a process of negotiations, of more or less what we introduced in the draft resolution, for about 120 days," said Solana on 17 July, responding to a question on what would happen if there were no agreement in the Security Council. He added that not much time remained "to keep the UN process going". The next meeting of the Contact Group, which comprises the UK, France, Germany, Italy, Russia and the US, is scheduled for 25 July, which means that the Council has just a few days to vote on the latest draft resolution.

The first signals sent by Russia suggest that Moscow will veto the draft. "The co-authors of the new draft have not given up on a scenario which, after a certain period, would lead to Kosovo's independence without negotiated agreement between Belgrade and Pristina," said Russia's Ambassador to the UN Vitaly Churkin on 18 July. …
