The Hispanic Elected Local Officials (HELO) constituency group took time during the Congressional City Conference to discuss how to strengthen the group and NLC and examined best practice models.

"We have to forge ahead together to strengthen our organization with our HELO members," said HELO President Marie Lopez Rogers, mayor, Avondale, Ariz. "I am grateful to see increased numbers of HELO members and colleagues coming to our meetings and showing their support for our efforts. We are proud of * our new NLC Board members--Steve Salazar, councilmember, Dallas; Sergio Rodriguez, alderman, New Haven, Conn., and Miguel Rodriguez, councilmember, Santa Fe, N.M., who are new to the Board and have served with our HELO Board leadership."

HELO convened meetings of its Board of Directors and Membership Meetings during the Congressional City Conference. Rogers presided over the HELO Board of Directors meeting and membership meeting and encouraged members to help build HELO's membership, help get more members involved in NLC steering committees and plan to serve as future candidates for the NLC Board of Directors.

An in-depth discussion was held to examine the feasibility of promoting "Best Practice City Examples" that are available via the NLC Municipal Reference Service database. HELO Board members received samples of best practice models from their own cities as a way of introducing them to the concept of promoting a broader array of best practices from the HELO membership community to colleagues within NLC. …
