The Peace Implementation Council (PIC) overseeing post-civil war Bosnia and Herzegovina welcomed, on 20 November, the recent declaration by the EU of its willingness to increase its engagement in the country, but indicated that it might take "some months" before a decision on the closure of the Office of the High Representative (OHR) will be reached as the country is lagging behind in meeting certain conditions. "There is full commitment that the transition form the OHR to EU-led presence on the ground can only take place once all of the conditions and objectives are met," said Miroslav Lajcak, the high representative and the EU special representative for Bosnia and Herzegovina (HR-EUSR), at a press conference after the PIC meeting.

The EU's foreign ministers endorsed, on 10 November, a new strategy for Bosnia, which proposes inter alia that the EUSR take over from the OHR by mid-2009.

"This meeting of the Peace Implementation Council marks the beginning of its discussion about the overall architecture of our future engagement," said Lajcak in his capacity as the EUSR. "This is a matter of the utmost importance to the PIC countries and, of course, to the people of Bosnia and Herzegovina, and it will take some months to arrive at a clear view of our future engagement," he added.

After two days of talks in Brussels, the PIC, which includes the EU, Russia and the US, assessed that political conditions have not yet been met in Bosnia to permit the transfer of controls to EU authorities from the high representative, who has held the job since 1995. …
