Stifel, Nicolaus & Co. Inc. of St. Louis has hired Kent Carstater as a managing director in the financial institutions practice of its investment banking division.

Since 2007, Mr. Carstater had been the president of Resource Banking Advisory and Management, a subsidiary of the New York asset management company Resource America Inc. In that job, he oversaw minority interest investments in banking institutions.

Before that he had been a principal investment banker at Keefe, Bruyette & Woods Inc., where he was an adviser for mergers and acquisitions as well as capital markets transactions. Earlier he had worked for Wheat First Butcher Singer Inc.


Fulton Financial Corp. of Lancaster, Pa., has promoted E. Philip Wenger to president and chief operating officer.

Mr. Wenger will remain the chairman of the company's Fulton Bank.

He was also the senior executive vice president for the parent company. …
