The Workplace Diversity Professional Development Award is presented to an administrator who has designed outstanding career development programs, policies, or practices specifically to assist minorities and women in local government. This year, ICMA presents the award to Oliver Lee Drummond, city manager of the city of Sanger, California.

As city manager for Sanger, California, a multicultural community with a Hispanic population of 74 percent and a work-force composed of over 70 percent minorities and 30 percent females, Mr. Drummond demonstrated his ability to deal effectively with diversity. By creating promotional opportunities and career advancement for minorities and female employees, Lee Drummond has played a key role in diversifying city staff.

Among Mr. Drummond's efforts was the reorganization of the executive staff and the promotion of a Hispanic employee to a newly created department head position. Other minority employees have been promoted within the fire and finance departments. Mr. Drummond also increased job responsibilities, improved training, reclassified positions, and raised the salaries of certain positions held by women. During 1995, Mr. Drummond worked with two nationally recognized diversity consultants to start a cultural diversity program that would enhance employee relations, review and renew affirmative action policies, and address common cultural awareness issues within the workforce and the community.

Mr. Drummond also developed specialized training courses, conducted by state experts, in stress reduction and time and project management. To improve relations with the Hispanic community, Mr. Drummond initiated Project Amigo, which provides for a satellite police office located in Sanger's community center and staffed by three Spanish-speaking police officers. The program has improved communication and enhanced the professional image of the police department among the city's Hispanic citizens. …
