ICMA's Assistant Excellence in Leadership Award, which commemorates former ICMA President Buford M. Watson, Jr., is presented to a local government management professional who has made significant contributions toward excellence in leadership while serving as an assistant to a chief local government administrator or department head. This year, ICMA presents the Assistant Excellence in Leadership Award to Alan P. Miller, assistant city manager of the city of Westminster, Colorado.

Throughout his 22-year tenure in the city of Westminster, Colorado, Assistant City Manager Alan Miller has demonstrated a personal commitment to excellence in leadership. He has seen the city of Westminster grow from a small suburban community of 19,000 into a major retail and business community with a population of approximately 90,000. He also has seen the city organization grow from fewer than 100 employees to more than 700.

During the economic downturn of the late 1980s, Mr. Miller demonstrated his ability to make up in creativity and tough decision-making what the city lacked in monetary resources. In 1987, he conceptualized and implemented a citywide office automation and telecommunications system and earned a first-place award from the Denver Regional Council of Governments for productivity improvement. Mr. Miller also achieved a 10 percent cutback in city operating expenses by using a departmental team approach to reach consensus on service and staff reductions. In 1985 and 1986, he served as project team member during the planning, design, and construction of a nationally recognized, 63,000-square-foot, one-of-a-kind city park recreation center.

Recognizing the importance of developing new talent in the fields of local government and public information, Mr. Miller has been a driving force behind several career opportunity programs in Westminster. …
