Uruguay's "Peaceful Revolution"

THE PRESIDENT of Uruguay, Tabare Vazquez, has presented the OAS Permanent Council with a plan for "a revolution of intelligence and equal opportunity" through the expansion of Plan Ceibal that gives a computer to every girl and boy and teacher in the public school system.

"Allow me to tell you that in a southern comer of the Americas known for its uprisings and armed conflicts, a peaceful revolution is occurring," the president said to the ambassadors of the 33 OAS member states during a protocolary session.

"In our modest opinion, we believe that Plan Ceibal is a revolution. It brings on a process of profound and irreversible changes that open the way, if not to the best possible of all worlds, at least to a better world, in the sense that it offers all of our children more possibilities for equality before the law, and above all, more possibilities for equality in Me," he said.

Vazquez said that Plan Ceibal has made access to the computer and the internet possible in his country "when just three years ago it was a privilege available to a minority of Uruguayan students. …
