ICMA's International Award, established in memory of Orin F. Nolting, recognizes a local government and its chief administrator for furthering the cause of international understanding and cooperation by successfully adopting a program from another country; becoming actively involved in exchanges, sister-cities activities, or educational/cultural activities with another country; or establishing a relationship with a local government from another country that resulted in innovative, concrete management improvements. This year, ICMA presents the International Award to Valerie A. Lemmie, city manager of Dayton, Ohio.

A 1989 visit to Teignbridge District Council in Devon County, England, on an ICMA management exchange fostered Valerie Lemmie's commitment to creating and sustaining professional international alliances. While city manager of Petersburg, Virginia, she facilitated management exchanges with local officials from Russia and South Africa and led the initiative to develop cultural and economic ties with Himi City, Japan. She also was an active member of the Japan-Virginia Association and joined Governor George Allen on an Asian trade mission.

Ms. Lemmie also works diligently to foster adoption of the council-manager form of government and the hiring of professional public managers in emerging democracies and has provided technical assistance and development support to managers in Moscow, St. Petersburg, Estonia, and South Africa. As a member of the ICMA International Affairs Committee, she helped develop a U.S.AID-funded training program for emerging managers in South Africa, and she continues to serve as a volunteer advisor and faculty member.

In 1996, Ms. Lemmie participated in a management exchange with the chief executive in Tumbarumba, New South Wales, where she worked with a local university to develop an executive leadership program for women who aspire to senior local government management positions. …
