Populations of 20,000 and Under

ICMA's Public Safety Program Excellence Award, established in memory of Philadelphia fire fighter William H. Hansell, Sr., and his wife, Alice, is awarded to a local government and its chief administrator for the most creative public safety program. This year, ICMA presents the award for the 20,000-and-under population category to the city of Santa Fe Springs, California, and to City Manager Donald R. Powell for their Community Intervention Program.

Like many communities, the city of Santa Fe Springs, California (pop. 15,880), has been affected negatively by juvenile crime and antisocial behavior, including substance abuse, vandalism, graffiti, and truancy. Recognizing that traditional law enforcement strategies had limited long-term success in addressing these issues, in 1988, the city formed an interagency juvenile task force to develop comprehensive and coordinated approaches to juvenile crime and disorder.

At the recommendation of the task force, in 1993, the city added a Community Intervention Program (CIP) to its prevention arsenal. Staffed by a team comprised of a community psychologist, a public safety officer, an education officer, and two college intern counselors plus contract police services staff, the CIP uses holistic and interdisciplinary approaches to address the problems of "at risk" youth and their families.

Key to the program's success is the proactive referral of families and youth in need of team interventions. When the CIP receives a referral, program staff evaluate the situation, determine appropriate intervention strategies, and assign the case to a team member. The referral is then tracked until satisfactorily completed. To facilitate appropriate intervention, parents may use a confidentiality release form to authorize the disclosure of "protected" information by schools, community agencies, and law enforcement. …
