Public Welfare Lawyers Hold Meeting in Portland

The day dawned bright, clear and cold, the snowy peaks of Mount Hood, Mount St. Helens and Mount Adams presiding over the landscape, as human service lawyers from around the nation gathered on Dec. 6, 2009, for the 42nd Annual Training and Continuing Education Conference of the American Association of Public Welfare Attorneys in Portland, Ore. The more intrepid among them began the day with a pre-conference bus trip up the dramatic Columbia River Gorge to Multnomah Falls, a stunningly beautiful waterfall, and the nearby stone lodge, where they enjoyed a sumptuous brunch. Then it was down to business, with the afternoon devoted to litigation and legislation updates from HHS General Counsel and the ABA Center on Children and the Law. The conference was off to a great start!

Monday morning's plenary session with the National Council of State Human Service Administrators and the APHSA Policy Summit attendees featured administration officials David Hansell, principal deputy assistant secretary for the HHS Administration for Children and Families, and Kevin Concannon, undersecretary for Food, Nutrition and Consumer Services at the Department of Agriculture. …
