Albanian Prime Minister Sali Berisha submitted, on 14 April, to the European Commission a set of responses to the pre-accession questionnaire, paving the way for the EU executive to start drafting its opinion on the country's preparedness for accession. Following the handover, Enlargement and Neighbourhood Policy Commissioner Stefan Fule pledged to deliver "fair and balanced" assessment of Albania's readiness for membership based on the content of the questionnaire. "We will pay particular attention to the fulfilment of the Copenhagen criteria and the obligations under the Stabilisation and Association Agreement," said Fule at a joint press conference with Berisha. He specified that the "timing of the opinion will largely depend on the quality and completeness of the information" received.

Albania formally applied for EU membership on 28 April 2009. Handing over the replies to the questionnaire brings the country to the next step of its EU integration process. The questionnaire is a 384-page document containing 2,280 answers to questions related to all segments of the EU acquis and the Copenhagen criteria for EU membership. It will form the basis for the Commission to prepare its opinion on Albania's membership application. Once ready, the Commission's recommendation will be presented to the Council. According to the rules of procedure, the Council decides on the application by consensus.

Welcoming the completion of the pre-accession questionnaire, Fule expressed his concern over the continuous political deadlock in the country, warning that it might negatively affect the Commission's opinion. …
