Takoda Trails was built in the early 1980s as a Developmental Center for 119 residents, and was operated by the Butler County Board of Mental Retardation and Developmental Disabilities. In 2008, the State of Ohio made a Request for Proposal for private providers to take over the ownership and operations of the facility. The current owner and operator were selected as having the best proposal, and are in the process of implementing the approved redevelopment program.

The overall objectives of the program are to create a campus that feels more like a neighborhood than an institution, and to provide quality services to the residents that help develop their skills and independence. One aspect of the new program is reducing the number of residents living on the campus from 102 to 54. Some of the current residents expressed a desire to live in a community-based setting, so part of the task involved the acquisition and development of homes on three sites in neighboring areas.
