Gulf Coast Region Transitions from Oil Spill Emergency Response to Ecosystem Restoration

President Obama signed an Executive Order officially forming the Gulf Coast Ecosystem Restoration Task Force to continue the recovery after the BP Deepwater Horizon oil spill.

The task force's mission is to coordinate efforts to implement restoration programs and projects in the Gulf region. Chaired by EPA Administrator Lisa P. Jackson, the task force will develop a strategy that proposes a Gulf Coast ecosystem restoration agenda, including goals for ecosystem restoration, development of a set of performance indicators to track progress and means of coordinating intergovernmental restoration efforts guided by shared priorities.

"We're counting on the people who know these areas best--the people who call the gulf home--to shape our work," said Administrator Jackson. The task force will include representatives from the five Gulf coast states--Texas, Louisiana, Mississippi, Alabama and Florida.

The Executive Order comes on the heels of a report by Secretary of the Navy Ray Mabus that recommends paying for restoration efforts with a portion of the civil penalties collected from companies responsible for the oil spill.

The National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling, created by President Obama in May to examine the facts and circumstances as to the cause of the disaster and to develop options for guarding against future oil spills associated with offshore drilling, is expected to release its final report in January 2011.

In response to the ongoing Gulf oil spill crisis, members of both chambers of Congress have been considering legislation to not only increase energy and water safety standards but to strengthen oversight efforts to ensure future catastrophes of this magnitude do not occur. …
