NLC Community and Economic Development Committee Focuses on Economic Growth

NLC's Community and Economic Development (CED) Steering Committee continued to focus on programs, practices and incentives that promote local economic growth and job creation during its spring meeting May 19-21 in Ventura, Calif.

In addition to economic development, a main objective for the committee in 2011, members looked at the impact of the economic downturn on public/private partnerships and how the best partnerships often endure with assistance from programs like the Community Development Block Grant (CDBG) and HOME programs.

As chair of the CED Committee, Coolidge, Ariz., Vice-Mayor Gilbert Lopez led the committee through several discussions, including one on the vulnerability of federal block grant programs, like CDBG, in the current anti-spending environment.

Members brainstormed and offered several proposals to reduce some of those vulnerabilities in future funding battles.

The committee also discussed persistent regulatory challenges to local economic growth.

As a result, the committee asked Chairman Lopez to appoint a small subset of CED members and their city staff to study and recommend action on duplicative and burdensome regulatory requirements that delay community development and impair job creation.

Local development and finance experts helped to inform the committee's discussions. The Cabrillo Economic Development Corporation provided the committee with affordable housing and economic development strategies for low- and moderate-income communities. …
