DESPITE CONFLICTING WHITE House reaction to a photo of the first couple dancing on a deserted Virgin Islands beach, there are no plans to limit press access to them during vacations but will insist that photographers honor existing ground rules.

The photo of the swimsuit-clad Clintons on a New Year's weekend vacation was taken by Paul J. Richards of Agence France-Presse, who shot the image from a public beach about 200 yards away.

It was carried in several newspapers across the country, including in color on the front page of the Los Angeles Times. Network TV cameramen had a similar angle.

'It wasn't something open to the pool press - they violated their privacy,' said spokeswoman Estella Mendoza.

But Michael Sargent, deputy director of photography for Agence France- Presse, said his photographer was not out of bounds. 'It's in the White House's power to set the ground rules for trips like this, but that never happened,' he said.

Clinton said he did not know he was being photographed and complained that he felt his privacy was invaded. …
