As the Reagan Administration steams toward almost certain calamity in the Persian Gulf because of its decision to wave the American flag at Iran's fanatic mullahs, the pundits are seeking a way out. In its lead editorial on August 16, The New York Times delivered a wish list of "more active measures" the White House might take to "face down the Iranians." Those were: invoking the War Powers Act to gain Congressional support; convincing allies in Europe and the gulf of the need for "unity and joint action"; persuading the Soviet Union and China to halt arms shipments to Iran; and stressing U.S. willingness to respond to attacks.

It was no surprise that the United Nations was conspicuously absent from The Times's list. The publication by The New Republic of a cover story titled "Let It Sink: The overdue demise of the United Nations" the following week underscored the hostility toward the United Nations that has burgeoned among the American elite during the Reagan era. …
