Telecom, E-Commerce Among Hot Topics

Senators Mike Enzi (R-Wyo.), George Voinovich (R-Ohio), Dick Lugar (R-Ind.), and Labor Secretary Alexis Herman head up a list of key federal leaders set to address city officials at NLC's 1999 Congressional City Conference.

AT&T President John Zeglis and Rep. Jim Moran (D-Va.) will join these leaders for special plenary sessions on priority municipal issues for the nation's cities in 1999.

Zeglis will open the conference on Monday, March 8, with a keynote presentation on convergence-the accelerating changes in telecommunications and information technology and what that means for cities--in terms of municipal authority, revenues, and opportunities for the future. Senator Enzi will follow as part of a panel exploring the New Electronic Marketplace and the risks and opportunities for the nation's cities and towns.

This general session panel presentation will explore the rapidly changing electronic marketplace, how it is changing the nature of local economies, and what it will take to achieve equity for local businesses and state and local governments. It will focus particularly on what's likely to happen at the end of the three-year moratorium on state and local electronic commerce taxes under the recently-enacted Internet Tax Freedom Act.

Moran will participate in a general session on Preserving a Federal, State, and Local Partnership on Sunday, March 7. This general session panel presentation will focus on affirmative changes to federal law to halt federal seizure of historic and traditional municipal authority and revenues. …
