Cox Report Details Accelerating Intelligence Failures

As news alert! was going to press, the long-awaited report by GOP Rep. Christopher Cox's special committee on satellite-technology transfers to China was about to be released--at least a redacted version, anyway. About 70 percent of the panel's findings will be made public. Although many of the "highlights" of what the panel found already have been leaked, sources who have read the study, or been briefed on it, say it details a comprehensive and accelerating failure by this and previous administrations to protect the United States from a concerted Chinese espionage effort to grab high-tech secrets.

"I knew a lot already from our recent work but the briefing we got from Cox wowed me--it took my breath away by pulling everything together," says an intelligence source. The leaks that have preceded the release--which was the subject itself of hot dispute between the White House and the committee--have been blamed by the administration on Congress and by panel members on the White House.

Cox has been careful to avoid finger-pointing and talks in terms of information "leaked by others" although sources close to him say that the California Republican is convinced the White House was behind the leaks and determined to steal the report's thunder. …
