Executive Changes: M&T of Buffalo Hires Scherer as Capital Markets Exec in N.Y.C

Manufacturers and Traders Trust Co. in Buffalo has hired R. Matthew Scherer as managing director of capital markets in its New York office.

He will be in charge of developing private-placement capability and will manage the commercial real estate capital markets group and the bank's Freddie Mac program.

Mr. Scherer was vice president of private placements and earlier vice president of mergers and acquisitions at Dresdner Kleinwort Benson North America LLC in New York. Still earlier he was at Home Owners Funding Corporation of America in New York and U S West Financial Services there.

Manufacturers and Traders Trust, a unit of Manufacturers and Traders Bank Corp., has $21.2 billion of assets.

KeyCorp in Cleveland has promoted Beth Rosenberg to senior vice president of regulatory compliance.

She was responsible for KeyCorp's ethics program and was involved with regulation coordination and risk management.Ms. Rosenberg joined the bank in 1984 in its AT Venture Capital Group. In her new job she reports to Kevin M. Blakely, group executive vice president, risk management group.

Greenwich Natwest, the global debt markets investment banking division of Natwest Group, has hired Evan Thorne as managing director and head of private placements-North America in its New York office.

He will report to Jocelyn Monk, managing director and global head of private placements.
